It is impossible therefore for any of the Postmaster-General's subordinates to buy up supplies of stamps, and the Postmaster-General himself may be trusted equally with the Colonial Secretary not to make illegitimate use of information furnished by communications from dealers.

I submit that the object aimed at in the Circular Despatch referred to above would, as far as this Colony is concerned, be attained by an addition to the General Orders of the Colony strictly forbidding members of the Civil Service dealing in postage stamps, and I shall be glad if Your Lordship can see your way to withdraw the instruction contained in Mr. Lyttelton's Despatch as far as Hongkong is concerned.
